Prop 39 is bullshit if you ask me. It's voter suppression, plain and simple, masquerading as responsible government policy, and all these hacks know better. It's just a variation of the Upton Sinclair quote "It is difficult to get a man to understand something when his salary depends upon his not understanding it."
They know what they're doing. Voter fraud is practically nonexistent in this country. It is next to impossible in California, and the risk of trying to pull it off is so much greater than any individual reward derived by doing so. Does a noncitizen or undocumented individual really give a rat's ass about the outcome of the elections enough to go out of his/her way to risk deportation or jail time to cast one illicit vote that will not even move the needle? No way! They are desperately trying their hardest to survive and provide for their families in this difficult economy.
It's all a ruse to cling to power. Fuck these assholes. If only more people on the Left had as much passion and drive to make the sacrifices and commitments necessary to do this kind of work as these MGATs do. They're all a bunch of hyper motivated kool-aid drinkers. I guess the rest of us have all been too busy working, living our lives, and supporting our families. Let's hope this changes.

No. Prop 39 requires proof of citizenship to vote. Do you have your birth certificate handy? Not a copy--a certified by the registrar version? Many of us over 70 would find that onerous.
