I called Young Kim's Washington office yesterday and spoke with someone. I reminded him that if Kim wants to win in CA-40, she needs ALL the ballots to get to voters. I will be calling Schiff and Padilla office today. But really, the SoS needs to make sure people know what to do if they don't receive a ballot by a specific date and they then need to make sure we have enough printed ballots at polling places. We will also need FAR MORE polling places to be able to handle the influx of people voting in person. We used to do this when I first began a voter in 1992. This will not just hurt Democrats, that's what's do funny to me about how this administration keeps shooting themselves in the foot. Republicans stand to lose even more with this action.
Ensuring enough ballots at the Voting Centers and printing them is responsibility at the County level. The California Secretary of State is not responsible for that aspect.

California counties handle the printing, mailing, verifying, and counting of ballots. The Secretary of State’s office does not process ballots. Each of the 58 counties report their election results to the Secretary of State. The Secretary of State compiles these reports and provides these results on the Secretary of State’s Election Results webpage.
The Secretary of State does not tell the counties the number of ballots to print for mailing, nor does it tell the counties the number of ballots that should be available at each Voting Center. They have this general guideline, though, for interpretation and implementation by each county:
For an election conducted using vote centers, the elections official shall provide sufficient materials for voting and a sufficient amount of ballot stock to be used for printing ballots. (§§ 14102(c), 14300(f).) Official ballots or ballot stock shall be delivered to the vote center in sealed packages and must be signed for by a precinct board member who will return the signed receipt to the elections official. (§§ 14103(b), 14104.) The procedure to use if the ballots and/or ballot stock do not arrive or are damaged upon arrival is found on page 18.

I would encourage anyone who can to become an election monitor, a ballot curer, a voter protection hotline volunteer, or a poll worker (the latter is the biggest commitment, as you actually work for the OC registrar of voters).
I've been almost as angry about the lack of outrage (since pre-2020 election after the pussy grabbing comment didn't seem to bother half the country) as I am about all the things that should cause outrage.
Have you signed up with the SoS to receive notice when your ballot has been sent to you? That service also notifies you when it is received after you've voted. It might be the county registrar, I can't remember. I already received my postcard notifying me of when the ballots will go out and a text to follow up to tell me that I should have received that postcard by now. This is a very valuable, highly efficient way to make sure you are still registered AND keep you in comfort of knowing everything.
Here is a link for Orange County to check the status of your registration and your ballot. There is also a link there to sign up for automatic ballot tracking. "You may also call 714-567-7600 to speak with someone who can verify if your ballot was received and counted."
This will absolutely affect every voter in OC, regardless of party. Outrage is too tame a word. Be prepared not to receive your ballot by mail, meaning you will need to go to an OC Vote Center to cast a ballot. If you do get your ballot in the mail, use the OC Vote Drop Boxes placed throughout your community.

The concept of a Provisional ballot may come into play, too. In theory, you go to the Voting Center and say "I never received my ballot in the mail, and I want to vote in person here and now" or you don't even say that you just say "I'm here to vote in person". You are given an in-person ballot and vote right away. However, before being given that, the center personnel must check with their county election management system (EMS) that you have not voted already (either at a voting center or via mail). If they cannot verify (EMS is down) or if their EMS says you have voted, then you are issued a Provisional ballot. These are not counted initially but placed in a group for investigation. In the case of the EMS saying you have voted, most likely your provisional ballot will not be counted. In the case of the EMS being down during the time you were at the voting center, chances are better that your ballot will be counted.
Make sure to go to a Vote Center starting October 24, if you have not received your ballot in the mail. If someone has voted using your identify, the OC District Attorney gets involved. Your conditional ballot will count, so long as you are not trying to vote twice.
If the EMS (Electronic Management System) status says one has already voted (ballot counted), the provisional ballot you are given will not be counted. After a vote is accepted, there is no way to recall it. Given the anonymous nature of voting (such as separating the signed envelope from the ballot for a mail-in ballot), there is no way to recall a vote once that ballot is actually counted.
Here is an edge case where your provisional ballot might be counted. The fraudulent mail-in ballot arrives at the Registrar. They count receipt of it but have not opened and separated the envelope from the ballot for “counting”. In the interim, you try to vote and the EMS shows this status. You are given a provisional ballot. I do not know, but suspect, that the Registrar could tag that ballot in the EMS so it is retrieved for analysis before opening. Then the fraudulent ballot could be disallowed and the provisional ballot counted.
A Vote By Mail ballot returned might not be fraudulent. Sometimes, for example, people living in the same house accidentally return their ballot in the wrong ballot return envelope. Conditional envelope signatures are always compared to the signature file maintained by the OC Registrar of Voters and the Secretary of State. That could determine whether or not the ballot in the Conditional envelope is counted.
Whether or not a conditional ballot is counted depends on the specific situation.
I have been thinking about whether it will be possible to get around the obstacles the Oligarchy is creating around voting. I think we can, here in Orange County and in most other California counties.
Here is what we all need to keep in mind:
*Ballots drop on October 5, and everyone I know gets their ballot either the day they drop or the
following day. If you do not get your ballot in the mail by October 7, contact the OC Registrar of Voters and request a new one. Go to OCVote.gov/about and use their chat, or email rovwebmaster@ocvote.gov, or call 714-567-7600.
*Vote Centers open on October 24. These Vote Centers will be open EVERY DAY through November 3, including weekends. You can go there and vote in person. Alternatively, you can ask for a replacement Vote By Mail ballot to take home and complete at your leisure.
*Many more Vote Centers will open on October 31. If one of the 11-day Vote Centers are not convenient for you, you will have more locations to choose from at that time.
*DO NOT MAIL YOUR COMPLETED BALLOT! Instead, use one of the Ballot Drop Boxes that are found all over Orange County. This way, you bypass the USPS.
Because of the attempts at election interference on the part of the Federal Government and the US Postal Service, I anticipate that the Vote Centers will be very busy. Please come to the Vote Center between October 24 and November 2 if you can, rather than waiting until November 3. Vote Center Workers have a 13-hour day on November 3, and they would be grateful to get home to sleep at a reasonable hour. :-)

True to some extent. From what I've read, ballots are to be sent to the USPS in bundles, say of 10,000 each (I've heard that number but no verification by the USPS). Given the zero-tolerance rule postulated (again I don't have access to the USPS internals), one questioned ballot in the bundle will result in the entire bundle being sent back to the respective county registrar for investigation and resubmittal. Given population densities, this will potentially affect more urban (Democrat) areas. There's also no way of knowing if the ballot questioning by the USPS will be handled by operatives under the direction of the Executive branch. Very true that the above is speculation, but it does seem like a plausible way of causing chaos at the very least, and affecting Democrat tallies more than Republican tallies.

We declared for all to see that there is an army ready to stand but all the potential generals who might lead us in mass civil disobedience said, “vote for us and wait until Chuck and Hakeem are in the majority.” Well, the Chuck and Hakeem class got us here and until we find a national leader with the power and courage of a Park’s, King, Washington, Stanton, FDR, Gandhi, Lincoln, Churchill, Mandela, Aquino, Wałęsa, Rustin, Milk, Chisholm, Abzug or Zelenskyy, until we find at least one woman or man of stature to stand up and lead the massive civil disobedience fight, we are lost and condemned to our dictatorial genocidal masters.
Jeff, I couldn’t agree more. The failure of elected Democrats, intellectuals, the legal profession, the clergy and our labor leaders is staggering to the point of criminal negligence.
This “wait until the midterms, then we’ll get back to normal” complacency is the swan song of a class of Chamberlin-esque appeasers who think the Obama years were perfect but paved the way for MAGA by selling out their principals for 50 years.
I am outraged that instead of creating a legal defense fund and inviting veterans like me to chain ourselves to the ground where Trump is starting to build his Arch, they are sending me fundraising emails off of it.
And I have even more contempt for fellow Americans who think that Trump’s overdue death from natural causes will simply end the MAGA dictatorship. Here is how I responded to one Dem this morning who made that very “don’t worry, he’ll be dead soon and it will all end” argument on FB:

Until we elect Dems with the intestinal fortitude to IMPEACH, REMOVE AND CONVICT the judicial terrorists who have literally overthrown the constitution from the bench (“major questions doctrine” for Dems, unitary executive for MAGA, Lopper Bright effectively takes away Congressional Power to create regulation and the executive’s power to enfoce it, Kavanauh stops so you can detain any black, brown or funny talking person MAGA doesn’t like, Callais decision not only makes it legal to discriminate against black voters, it gives white Republicans special rights and DECLARES THAT CONGRESS HAS NO POWER TO OVERTURN THEM) we will be living under a MAGA dictatorship of white Christian nationalists.
