Excellent article and evaluation of the issue. The evil masterminds of the GOP Propaganda Machine determined that this would be a powerful wedge issue so they milk it for all its worth. They recognized the abject hatred that their base has for anything they don’t understand; and at the same time realized that Democrats were never going to join them in the hate. This extremely rare situation should be evaluated and addressed by all the stakeholders involved and a path forward developed to be sure. Not by Republicans, not by Democrats, but by the people that are affected.
And the thing is, they’ll move on to the next thing and the next once this issue stops working. I just wish people were more aware of how they are being manipulated. They would recognize that the GOP uses screens for every issue. Past the women’s sports one, they use “protect our children” when talking about banning LGBTQ+ books. It’s insane.

There are no "proper steps" and the majority of Americans do not want Trans athletes in girls' sports or locker rooms. I personally saw a trans athlete almost single handedly wreck a CIF quarterfinal girls' lacrosse game and thank goodness no defenders got hurt. Please read the room.
