DPOC is kind of a mess. (Kind of like the National Dems?) The April meeting where they voted on endorsements of candidates was completely disorganized. The board discussed, debated, argued the process for counting votes. So people stand up then sit down when they are counted? No, that's not in the bi-laws. Remain standing. Two people counting separate sides of the room. Different counts, try again. One candidate lost by 1 vote, but there was no roll call. But the next candidate had a roll call vote. More debate. Quite frankly it was embarrassing. Jessie got voted "no endorsement" at that meeting. Yikes.
Jessie Lopez was not voted for or against endorsement at the DPOC April meeting. DPOC only has "jurisdiction" to endorse county level races and below. Jessie is running for a state level race and was considered for endorsement at the state convention.
Jessie was advocating in that meeting for the endorsement of a city council candidate for Santa Ana, Isuri Ramos. They also limited debate on that endorsement by not allowing speakers for the position of "No Endorsement". And then there was the mess of counting. Roll Call votes are time consuming but it is also a solid accounting of votes. Those inconsistencies in endorsement create a negative environment for people who are charged by their Assembly District election to the Central Committee to provide their input on these important endorsements, which is, in turn, supportive to the brand. This seems more important than going after groups for titles, which they are choosing not to charter with this organization. After that April meeting, what a tough sell to a group of political advocates to want to charter and have their voice heard, when how voices are heard is foggy at best, and subject to backlash by those with power.

In this specific instance, one candidate, who was not endorsed by the state party, was attempting to show support from a club that wasn't chartered and another that basically didn't exist.
Why does it matter? Because a lot of voters still look at endorsements and say: "Oh, so-and-so endorsed them, so yeah, I'll vote for them."
As Chair of the county party, part of Florice's role is to protect the brand, enforce the rules and support endorsed candidates.
People may not like the rules, especially if/when they don't understand the purpose or the rules are unfair to them or people they support. But the rules are there for a reason - to protect and support the candidates that ARE endorsed.
Btw, I've been a California Democratic State Party delegate for 6 years, I'm a former member of the State E-Board and I'm a current Vice Chair for the Democratic Party of Orange County Central Committee. I don't always agree with Florice and/or my colleagues on the Central Committee, but I respect the rules.

Best I can tell, this is false. One can create a club with the name Democrat in it without permission from the Democratic Party. One could not falsely claim being chartered, though. If I am incorrect, point me to the law, sample court cases, or other evidence supporting this claim.
The term "endorsement" has a specific, official, definition in the Democratic party and Eugene's done a good job of explaining that. And yes, it's for branding and definition of who and what the party stands for. Each layer within the party has the "right" to endorse a certain set of candidates and every level below that *must* abide by that. I know all this because I have founded two local clubs and am a state and county delegate.
Here's the levels:
National party: endorses Pres and VP
State parties: endorses state-level candidates and Congressional candidates
County parties: endorses county and city level candidates and the rest of the local offices
Local clubs: cannot endorse candidates (although this is contested from time to time)
Local clubs can "support" any Dem candidate before endorsements take place, but after that, they can only support the endorsed Dem candidates. When a Dem club is chartered, and again when annually rechartered, they have to agree to this.
As far as individuals, that's tricky. There's really no time that I, as a delegate for example, could get away with saying I endorse Dem B when Dem A is the endorsed candidate. There's really no separation between person and role when you're officially a member of the Dem party. I can't get away with saying "personally, I endorse Dem B, but officially I endorse Dem A."
This does not include Dems who are not involved in any of that. Dems outside the party apparatus can "endorse" and "support" anyone they want.
While I get your frustration, the Democratic Party (like any political party or private organization) has official processes for a reason--to protect the brand. If a club of people who are not charted and following whatever rules that are laid out, they will be asked to stop. It's not really a free speech issue because any individual in the club can endorse her. But as a uncharted club, using the Democratic brand implies that they are official, which is misleading.
Any private company with a franchise model would do the same thing. It's why we don't have "MacDonald's" everywhere.
I am not saying any of these unofficial clubs had any ill intentions, but it's not that crazy that this happened.
Democrat Club seems too generic to me to be challenged by the Democratic Party organizations successfully in court. That's up to the lawyers to determine in court if it goes that far with whatever outcome the court decides.
Referring to the Anaheim Democrat Club, I think the situation is that the club used to be chartered (2016 according to their bylaws page), didn't renew the charter (not sure why or when exactly), so the Democrat Party organization has issues with them, one of which is claiming that the official Party logo was used. Their web site is out of date.
